"Ensign of the Republic" is understood to mean the symbol composed of the Paraguayan flag with the insertion of its two coats of arms, placed in the centre of the white stripe, on the obverse and reverse respectively, [...] a flag composed of three horizontal stripes, red, white and blue.
The flag shall be composed of three horizontal stripes of identical measurements.
The colours of the Paraguayan flag symbolise patriotism, heroism and courage (red), purity, unity and peace (white), and love, knowledge, liberty and truth (blue).
Throughout the history of Paraguay, several flags have been used. The first was entirely blue, with a white six-pointed star in the upper left corner. This flag, associated with the Virgin Our Lady of the Assumption, patroness of the capital, flew on 15 May 1811, during the Declaration of Independence, until 16 June of the same year.
The second flag consisted of three horizontal stripes of equal size, in the colours red, yellow and blue. The red and the yellow came from the Spanish flag, while the blue represented the beginning of liberty. This flag was hoisted on 17 June 1811 during the First General Congress and flew until 15 August 1811.
The third flag had three horizontal stripes in the colours red, white and blue, the white stripe being wider than the others. In the centre, it bore the coat of arms of Spain on one side and that of the city of Asunción on the other. This flag was adopted by the First Superior Governing Junta, led by Fulgencio Yegros, with Pedro Juan Caballero and Fernando de la Mora. It was used from 15 August 1811 until 30 September 1812.
The current flag was hoisted for the first time in 1812, with three horizontal stripes of the same size in red, white and blue. This design was adopted in a context in which Paraguay was declared a republican government, leaving behind its past as a Spanish province. Its use was interrupted around 1826 by the Decree of Dr. Gaspar Rodríguez de Francia, who reinstated the sky-blue flag with a white six-pointed star. In some garrisons, for lack of the tricolour, the sky-blue flag continued to be hoisted for some time longer. The Congress of 1842 definitively adopted the current tricolour (red, white and blue), with the national coats of arms.
In 2013, a group of historians of the Paraguayan Academy of History succeeded in restoring the original coats of arms of the Paraguayan flag, which had been modified in 1970 by the dictator Alfredo Stroessner.
Libertad y Justicia defiende nuestra Patria, ¡Tiranos, oíd!
¡A La Patria, laurel inmortal!
