The middle part of the flag, one third of its size, shall be the blue of the eternal sky, and its two sides shall be red, the symbol of rising and flourishing.
Seeing this, it is certain that the Mongols have long regarded this sign called the Soyombo as a precious and important symbol of the freedom and independent status of Mongolia
For instance, it is a historical truth that Tsogt Khuntaij of Khalkha, who fought for the independence and freedom of his land at the time of the Manchu aggression at the beginning of the 17th century; Öndör Gegeen Zanabazar, who, although the country came under Manchu dominion, preserved the independence of the state by encoding it in the Soyombo sign; and the valiant and courageous men who took part in the Mongolian National Liberation Revolution of 1911, the Mongolian National Democratic Revolution of 1921 and other events, fought for the independence of their state and nation, and liberated their homeland and people from foreign aggressors, all placed the Soyombo sign on their banners and flags and carried it raised high above their heads.
The admission of the Mongolian People's Republic as a full member of the UN in 1961 brought its independence recognition throughout the world, and the hoisting of its golden-Soyombo State Flag in front of the UN headquarters is proof that the Soyombo sign was the symbol of Mongolian independence.
While the draft of the Great Law (Constitution) of Mongolia was being discussed, many proposals came from citizens concerning the draft and design of the State Emblem and flag. A considerable part of them proposed keeping the emblem and flag of that time unchanged, another part proposed changing the emblem to the “Soyombo” and the flag to a blue colour, and a third proposed restoring the tradition from before 1960. Taking into account that this issue has many aspects, not only legal but also historical, political, and those of art and literary studies, a special working group was established with the participation of people of various professions, and, on the basis of separately compiling and studying the proposals of the working people, it worked by, among other things, modifying the previous version bearing the Soyombo set on a white flower to develop a new draft design and putting it to specific discussion.
Article 2. The ceremony of certifying the original of the Constitution of Mongolia and of solemnly installing the originals of the State Emblem and flag shall be held on 15 January 1992 in the hall of the People's Great Khural.
