Specifications of the Nisshōki
It is difficult to identify the meaning of the Hinomaru unequivocally, but we understand that it is generally held that the Hinomaru represents the sun. As for the white ground, it is unknown.
The origin of the Hinomaru is not clear, but, viewed historically, we understand that records remain showing that it was used even before the Edo period. In the Edo period, the Hinomaru was established as the official emblem of the shogunate in Kan'ei 11 (1634), and we understand that thereafter the Hinomaru was made the general ship mark of Japan in Ansei 1 (1854), and the general emblem of the nation in Ansei 6 (1859). In the Meiji era, the design of the Hinomaru was prescribed as the national flag to be flown on ships by the Merchant Ship Regulations proclaimed in Meiji 3.
Our country's national flag, the "Nisshōki", and national anthem, "Kimigayo", both have a long history and had already become established as customary law; with the 21st century close at hand, it is truly significant that their basis has now been clearly prescribed in statute law.
